The schedule exists because of one number: a teacup puppy that goes 6-8 hours without food risks hypoglycemia. Keeping every gap inside 4-6 hours is the whole point of the 4-to-3-to-2 rhythm.

Meals step down with age. From 6-12 weeks the puppy eats 4 times a day; from 3-6 months, 3 times; from 6 months onward, 2 times a day.
